<br />Stratus Consulting <br /> <br />(2/1/2007) <br /> <br />Part of the interview will be intended to assess in some detail the existing opportunities for <br />funding NPWSs, which aside from raw water loans from the CWCB, are currently limited to <br />programs through the CDPHE and Rural Development. We will assess the approaches taken by <br />those agencies for managing risk under their loan and grant programs that allow NPWS <br />participation. <br /> <br />Task 4. Survey County Planning Departments <br /> <br />We will survey county planning departments under this task. County planners often have a good <br />idea of local water system needs and can point out both water supply and water quality issues of <br />most concern locally. County planners also have projections of future population growth and <br />may be able to help the team understand how that growth might translate into NPWS growth. <br />The survey will be designed to be brief, and will be distributed bye-mail to the extent possible to <br />minimize costs. We will follow up by telephone to help ensure responses and to gather nuances <br />in the responses. <br /> <br />Our strategy will be to survey as many county planning departments as are responsive, and that <br />the project budget will allow for us to contact. We will assess the quality and value of the <br />information collected from county planners. <br /> <br />Task 5. Draft Report <br /> <br />We propose to complete a draft ofthe report by the end of May 2007. This report will summarize <br />the results of this work and include a preliminary estimate ofNPWS funding need. <br /> <br />Task 6. Final Report <br /> <br />We will revise the draft report based on comments from the CWCB and any other reviewers the <br />CWCB might designate. Five copies of the final report will be submitted before June 30, 2007. <br /> <br />The project schedule is shown in the Work Schedule section that follows. <br /> <br />Proposed Budget with Task/Hours Breakdown <br /> <br />Stratus Consulting and Malcolm Pirnie propose a total budget of$24,983. Malcolm Pimie will <br />subcontract to Stratus Consulting on a fixed-price basis. <br /> <br />The budget assumes that water systems staff will be interviewed at seven workshops in spring <br />2007. No travel costs associated with these workshops are assigned to this project.
