<br />Stratus Consulting <br /> <br />(2/1/2007) <br /> <br />The report of need for distribution and treatment capital improvements in Colorado relative to <br />source of supply improvements will have implications for whether the CWCB should consider <br />seeking to amend state statutes to allow the CWCB to make loans for treatment and distribution <br />of treated water. <br /> <br />Task 2. Interview NPWS Representatives <br /> <br />We propose to conduct in-person or telephone interviews with NPWS representatives that attend <br />the seven TMF capacity workshops the Stratus Consulting/Malcolm Pimie team will be <br />conducting around the state in spring 2007. Our approach is to help NPWSs document the <br />several capital improvement projects, including water supply needs, that most often are only the <br />system managers' mental notes. Malcolm Pimie engineers will help provide cost estimates for <br />these improvements if an estimate is needed. <br /> <br />In addition to asking about the several projects the system representatives might wish to <br />implement in the short-term, we also will ask about longer-term projects. Our approach is not to <br />ask system representatives to specify particular projects beyond the 1 to 3 they specify as most <br />pressing, but rather to ask them to state which categories of infrastructure, including water <br />supply, they think will represent their greatest need into the future. System representatives will <br />be asked to give an indication of potential relative magnitude of need between categories such as <br />source of supply, treatment, and distribution. <br /> <br />The number of water system staffs that attended TMF workshops in 2006 averaged 11 per <br />workshop. Over half of attending systems were NPWSs. The TMF assistance team is aiming to <br />increase the total attendance at each workshop in 2007. Therefore, it might be reasonable to <br />expect an average of seven to eight NPWSs to attend each of the seven spring 2007 workshops. <br /> <br />Task 3. Interview Other Agencies <br /> <br />This task will entail interviewing other state agencies that deal with water supply provision or <br />funding. We will interview the State Engineer's Office staff and the Division Engineers, as well <br />as the Drinking Water Engineers for the CDPHE. These regional engineers often have a good <br />sense of their jurisdiction's system needs from working with them over the years. <br /> <br />We will interview the Funding Coordination Committee members, which, in addition to the <br />CWCB, includes the CDPHE, Department of Local Affairs, the Colorado Water Resources <br />Power and Development Authority, Rural Development, and the Rural Community Assistance <br />Corporation. The committee coordinates funding needs for systems in order to match systems <br />with the funding program or programs best suited to meet the systems' needs. The funders on the <br />committee have more experience loaning to larger systems, but committee members all have <br />some degree of experience with the smallest systems. <br /> <br />Page 2 <br />Confidential <br />SCl1080 <br />
