<br />Additional specific questions the Study should consider are: <br /> <br />1. This is not an area that CWCB actively "cultivates" or markets. NPWS raw water <br />projects are "eligible", but not actively pursued like other borrowers. Is this an <br />area that CWCB should be more actively pursuing? What is the potential, and <br />what are the risks? Does the loan potential outweigh the risks? <br />2. Beyond a regulatory role, what should be the State's role in TMF assistance to <br />prospective NPWS borrowers in terms of planning, education & outreach, <br />financing? Should CWCB get involved in Education and Outreach in order to <br />assure TMF capacity ofNPWS's. To what extent do we try to make a marginal <br />borrower "loan-worthy" by providing hands on planning and technical assistance? <br />Does CWCB take on responsibility for moving borrowers toward TMF capacity? <br />3. Should the statutes be changed to allow CWCB to funded treated water <br />components in addition to raw water, for non-municipal and non-district entities? <br /> <br />Funding - CWCB has $25,000 in Severance Tax Operation Account Funds available to <br />do a Rural Water Supply Planning Study.
