<br />The final Scope of Work will be negotiated with the selected consultant, but the major <br />study phases and work tasks would likely include: <br /> <br />1. Needs Assessment - Oocument statewide rural NPWS financial and TMF <br />capacity needs. <br /> <br />a. Review existing rural water system information from CDPHE, EP A, <br />Colorado Rural Water AssoCiation. <br />b. Review existing NPWS financial assistance opportunities. <br />c. Interview: State Engineer's Office (SEO) and Division Engineers, <br />Funding Coc:>rdination Committee members (CDPHE, DOLA, CWRPDA, <br />Rural Development, RCAC), Colorado Counties Inc. <br />d. Survey: Survey County Planning Departments as to existing water supply <br />problems, known water quality problems, and technical assistance needs. <br />e. Detennine how many NPWS' s there are, where they are located, and how <br />much water they provide. <br />f. Estimate overall Statewide rural water supply needs - both raw water and <br />treated water infrastructure. <br />g. Identify critical ''water short" areas or "at-risk" basins vulnerable to <br />drought. Identify critical "water quality" areas. <br /> <br />2. Marketing Strategy - <br /> <br />a. Propose water supply solutions on a region-wide basis that take into <br />account water availability and geography. <br />b. Evaluate existing CWCB marketing approach and practices. <br />c. Evaluate CWCB marketing opportunities/strategies from a business <br />development approach. <br />d. Identify other possible new funding sources or programs for NPWS. <br /> <br />3. Criteria - Establish criteria upon which financial assistance could be provided to <br />NPWS ' s and the limits of such assistance to reduce risk. <br /> <br />a. Review existing CWCB Financial Policies, and Feasibility Study <br />Guidelines <br />b. Establish TMF requirements <br />c. Assess education and outreach requirements for borrowers <br /> <br />4. . Policy and Plan Recommendations - Recommend revisions to existing policies, <br />programs, practices and recommend an implementation plan, <br /> <br />a. eWeB marketing focus/practices <br />b. CWCB Financial Policies <br />c. Feasbility Study Guidelines <br />d. State Statutes <br />e. Implementation Plan - process, steps, etc. <br /> <br />January 2007 <br />
