Much of the background information on this study is discussed in the <br />Introduction and Need for Study sections of the "Preliminary Scope of Work" <br />prepared with the assistance of GEl Consultants. <br /> <br />e <br /> <br />Generally, all drinking water systems in the lower Arkansas River basin, from St. <br />Charles Mesa in eastern Pueblo County to Lamar in Prowers County, are <br />concerned with the poor water quality in this region. The majority of us currently <br />do not meet, or only marginally meet, safe drinking water standards. We further <br />expect the tightening of these standards over the next decade. Individual entities <br />are in the process of very costly treatment upgrades just to reach minimal <br />drinking water quality. <br /> <br />Recently, we have decided to consider combining efforts to bring afforadable, <br />quality water to southeastern Colorado. One potential answer for such a cause <br />is to pipe better quality water from Pueblo Reservoir down the valley. This idea <br />was originally proposed over 30 years ago, but shelved early in its development <br />because the need was not as critical as today. <br /> <br />We have formed a temporary committee of all interested parties to fund a <br />feasibility study for the pipeline concept. Our first two meetings attracted over 75 <br />representatives of drinking water suppliers in the valley. The Southeastern <br />Colorado Water Conservancy District Water Activity Enterprise is sponsoring our <br />initial efforts. If feasible, we plan to establish a more permanent regional water <br />authority. I have attached a list of participants. <br /> <br />We have solid funding commitment of over $50,000 toward the study budget of <br />$200,000, and expect to have little trouble reaching $100,000.
