I Mesa and Powell).

The algorithm contains the term mppStorage, equal to 5.179 MAF, which ensures that the 602(a)
storage protects the minimum power pools of the Upper Basin reservoirs Powell, Flaming Gorge,
Blue Mesa and Navajo.

The table below shows the live and inactive capacity storages for the reservoirs included in the
602(a) storage.

Storage (MAF)
Powell
Flaming Gorge
Navajo
Blue Mesa

IfI.~~ly.
3.995
0.2335
0.61482
0.082

Note that inactive capacity storages sum to about 4.925 MAF, a 0.254 MAF difference compared
to the value used in the algorithm. The algorithm value, 5.179 MAF was determined many years
ago and was probably based on different capacity curves.

In this document the 602a storage that protects Powell's minimum power pool is denoted as
602aProtect, the 602a storage that does not protect Powell's minimum power pool is denoted as
602aNoProtect. The 602aProtect is the 602a storage that has been used in CRSS for many
years.

1. Powell Portion of 602a Storage with Power Pool Protection

Actual reservoir storages are used for simulation during the modeling. However, for the purposes
of this discussion we are assuming the Upper Basin reservoirs above Powell (Flaming Gorge,
Navajo and Blue Mesa) are full in order to compute the minimum storage necessary in Powell to
meet 602aprotect.

PowellProtect = 602aProtect - (Fla min gGorge + BlueMesa + Navajo) LiveCapacity

2. Powell Portion of 602a Storage with No Power Pool Protection

To compute the 602a storage requirement that does not protect the minimum power pool at
Powell mppStorage in the 602a storage algorithm is corrected for Powell's minimum power pool.
The power pools of the upstream reservoirs are preserved to maintain the future capability of their
operation (check with Tom). The correction is made by subtracting Powell's inactive storage from
5.179 MAF. Thus,

mppStorageNoProtect = 5. 179MAF -3.995MAF = 1.184MAF

mppStorageNoProtect is substituted for mppStorage in the 602a algorithm to compute 602aNoProtect.
The minimum storage required in Powell, assuming full Upper Basin reservoirs above, is then
calculated as:

Powell No Protect = 602a No Protect - (Fla min gGorge + BlueMesa + Navajo) LiveCapacity

9-19-05

DRAFT

Reclamation
