RGBRT 3/11/08
asked Ruth Heide to note in the Valley Courier that the RGBRT has an opening for
an interested party willing to represent industrial interests.
The Roundtable welcomes attendees from government and from Federal and State
agencies to sit at the Table, be liaisons, and to keep us informed. Rio de la Vista
asked that we include Erin Minks for Congressman Salazar; Charlotte Bobicki for
Senator Salazar; and Doris Morgan for Senator Allard.
US Geological Survey
Division of Wildlife: Tony Aloia said he would be pleased to represent CDOW.
USFWS -Mike Blenden -Mike G. will ask Mike Blenden.
USES /BLM: Mike said he would contact Dan Dallas. Jim Rhett (USES/BLM
retired) said he would be willing to represent.
Judy: NRCS appointed Ron Richenbaugh out of the Alamosa field office.
U.S. Corps of engineers. Mike will contact Albuquerque office.
Alamosa Municipality: Richard Luckameier with alternate Don Koskolin.
CSU Extension Service -Perry Cabot said he would be presenting them.
Division of Water Resources -Mike Sullivan or his designee.
Bureau of Reclamation - Steve Vandiver said he'd talk to Ken Beck.
4. Update Education Sub Committee -Judy Lopez reported that the goals of the
IBCC's Education Committee were less about education on water issues and more
about getting IBCC's message out about the process of the Roundtables. There
was discussion about the relative importance of education on water issues v.
education about the round table process. IBCC has between $15,000 and $18,000
available to Roundtable members to defray costs of going to various water events
around the state. Judy asked for ideas on how to more forward and defended
putting our list of local water resources on the web site. We are ahead of the other
basins. Mike to Judy: we should be able to talk about our meetings, our members,
and be able to contact our members through the web site. Discussion of relative
merits of accepting public comment vis a vis IBCC policy regarding the web site.
Consensus was that we've always been an open forum and nothing will change
that. Judy: new newsletter format in next few weeks. A "soft launch" of how to talk
about the IBCC process. State to make a general brochure about Roundtables
including how we are related to IBCC and how to contact Chairs of the RTs. The
Colorado Basin spent $17K to do a slick study on RTs. All agreed we already know
this and collaborate very well. Mike would like to see us expand our website,
indicate who represents what entities, include a discussion about the RT, explain
how we appoint members and what our process is during a typical meeting, and
especially feature our very well developed funding process. Ray Wright: We are an
extended network and through our own efforts we communicate what's going on
and attempt to draw others in. We don't need to spend $17K to keep a consulting
company employed. This was agreed upon by all !!
A question was raised about publishing the agenda and minutes of every meeting or
having an online archive of minutes from previous meetings, and announcements of
future meetings. Mike: We send our notices to Ruth and she gets them in the
Valley Courier, and that's lots more interesting. We are the only basin with an
Education Subcommittee
5. Report of IBCC Representatives :Ray Wright: We were given homework to do: "In
what direction are pressures on water supply heading? Imagine the next 50 years
Page2of5
