January 7, 2008 <br />Report from the Black Canyon Quantification Committee <br />John McClow reported that the last meeting on the Black Canyon litigation was held on December <br />18-19, 2007. John stated that progress was being made. The next meeting would be this Wednesday <br />in Denver. John was expecting that they would have something ready for the Judge by January 18, <br />2008. <br />1. CWCB Construction Bill <br />Chris Treese from the Colorado River Water Conservation District spoke about proposed legislation <br />from the Colorado water Conservation Board (CWCB). Chris distributed a summary of the pending <br />legislation for information purposes. <br />Not related to the CWCB topic, Bill Trampe discussed his concern regarding water issues and the <br />Supreme Court. Bill spoke about how various small water users were having problems, and when <br />taking them to the Supreme Court, the process could take so long that these water users would lose <br />their crops before any problems were resolved. The Supreme Court was looking at this process to <br />see if there would be any way to speed it up. <br />Bill stated that he was a member of one of the subcommittees that was working to put together <br />information on problems that people have had, and they would be giving their information to a larger <br />committee in February. In March or April they planned to have a public hearing. He asked the <br />Roundtable members to give this information to their respective water conservancy districts, and <br />make those districts aware of the process that was taking place. Anyone with a concern or comment <br />was to contact Bill. <br />Marc Catlin mentioned that this issue had been of great concern to him, and he commended Bill <br />Trampe for taking on this issue. <br />2. Statewide Non-Consumptive Needs Assessment <br />Tyler Martineau told the group that Nicole Rowan and Todd Dougherty were not able to make this <br />meeting due to the weather. Nicole was going to bring a copy of what she had done with the non- <br />consumptiveuse list. Per Tyler's memo in December, all preliminary needs assessment data was <br />recalled as requested by the GBRT. What was sent by email was raw data put together by the Needs <br />Assessment Committee. <br />Tyler stated that the Needs Assessment Committee reached consensus on the identification of all <br />non-consumptive attributes. They decided that it was appropriate to identify where all uses <br />occurred, and that the information was already publicly available. The Roundtable members <br />discussed whether the attributes that were located on private lands were usable in that assessment, <br />and whether identifying them would be an asset or a liability. The possibility of mapping the <br />attributes with a map overlay showing the private lands was discussed as a possibility. <br />After a long discussion about the pros and cons of non-consumptive attribute identification in the <br />Gunnison Basin, it was decided to continue the discussion at the next Roundtable meeting when <br />Steve Glazer would be giving his presentation on the matter. <br />3 <br />
