• Re~.ilations should require all watercraft entering Colorado be inspected prior to
launching on any Colorado waters, and be decontaminated if necessary.
• Need to develop boat inspection stickers with a date/time stamp for inspected
boats and vessels requiring decontamination.
We will evaluate the feasibility of using mobile check stations (similar to game check
stations) in conjunction with the mobile port of entry stations. The assumption is that all
tr~c transporting watercraft will be notified that there is a courtesy watercraft
inspection station ahead. This would be accomplished through temporary road signs.
Motorists transporting watercraft would be directed to pull off the highway for
questioning and inspection. If decontamination is necessary, they are directed to the
nearest decontamination station location; or they use a portable cleaning system if
available.
Any standing water found during inspection should be drained before the boat is allowed
to proceed. Any boat with live or dead mussels should be given a quarantine notice and
directed to the neazest decontamination station or decontaminated on-site and not allowed
to proceed until it is cleaned by authorized and trained personnel or boat owners under
supervision. Cleaning should include a careful washing or flushing of all potentially
infested surfaces with water heated to at least 140° F(40° C) and treatment of any water
ballast tanks.
An effort should be made to assess the effectiveness of border inspections-for example,
by sending through boats that have been planted with artificial or dead zebra mussels.
Boat inspectors should generate a data log of watercraft traffic and conduct standardized
question/answer summaries so that entry patterns can be analyzed and inspection efforts
refined in the future. The same vessel inspection protocol and check-lists should be used
across the state.
Watercraft Decontamination Sites - Reg.ional Service Centers or other Desi~nated Sites
Supply each site with high water pressure units. These would be used to treat vessels
that have been identified as needing decontamination that were not found through the
port of entry courtesy check stations, or were identified at very high and high risk waters
courtesy inspection stations but decontamination equipment is not on site. These would
be operated by trained temporary and/or permanent Service Center personnel similar to
the CWD head check-in stations.
Prevention Research Priorities
The CDOW should review the literature on the survival of and methods for destroying
veligers in Iower unit outboard motor water, ballast water, live we1Zs, bilge areas and
other water-retaining areas capable of transportin~ veligers. The literature review should
also include research on methods to destroy veligers in hatchery water and fish transport
water. The CDOW should undertake such research should the review reveal a paucity of
information.
