Colorado-registered water craft that are primarily used for short-term (less than one day) <br />excursion, not coming in from out-of-state, and only moving between in-state waters that <br />are not infested should be considered low risk and do not have to be fully inspected <br />unless the watercraft owner wishes to take advantage of the opportunity. Additional <br />reseazch, and economic and risk assessment analyses will be conducted to refine future <br />prevention management strategies. <br />The strategy for known infested waters (e.g., Pueblo Reservoir) is containment (which <br />will include as a component the prioritization of risk by water craft type). At a minimum, <br />certain boats, such as houseboats, cabin cruisers, etc. that are moored at the reservoir for <br />extended periods of time will be required to be inspected and decontaminated (if <br />necessary) prior to leaving the reservoir. <br />Colorado Port of EntrkCourtesv Boat Inspections <br />Colorado has Port of Entry stations at 11 locations in Colorado. These stations ma.inly <br />inspect commercial traf~ic (trucking industry). There are also ten mobile Port of Entry <br />units assigned to cover less traveled highways at different time periods throughout the <br />year. Several of these Port of Entry stations are not in the best locations to assist with <br />boat inspections (i.e., not at the state border), but could provide some opportunity to offer <br />courtesy boat inspections. Based on the prioritized risk assessment for Colorado water <br />bodies, five of the permanent Port of Entry Stations should be targeted first to offer <br />courtesy boat inspection operations. The five stations are in Trinidad, Lamar, Limon, <br />Fort Morgan, and Loma. <br />The following considerations need to be addressed to implement this task. <br />• It is unknown whether the weigh and check stations currently have the <br />infrastructure to conduct an inspection. There may also be increased safety risk <br />which must be assessed in coordination with Department of Revenue and <br />Colorado State Patrol to address this concern. <br />• This would have to be voluntary by watercraft owner. <br />• There is currently no decontamination infrastructure at the weigh and check <br />stations. Vessels requiring decontamination would need to be directed to a <br />decontamination station somewhere else. Alternatively, portable decontamination <br />systems could be used to decontaminate vessels at the courtesy check stations <br />(water supply, utilities and waste water collection/disposal are concerns). Further, <br />self-contained, recycling decontamination units could be deployed at these <br />stations if utilities (electric, water and sufficient space) are available. <br />• Extensive coordination with Department of Revenue, Colorado State Patrol, etc. <br />is necessary to evaluate the feasibility of this option. <br />• Target out-of-state watercraft transport vehicles/trailers and those returning to <br />Colorado from out-of-state. This would be accomplished through signs near the <br />selected Port of Entry Stations to inform people towing watercraft that there is a <br />courtesy AIS inspection station ahead. <br />4 <br />
