Action: A motion was made by Eric Wilkinson and seconded by Don Schwindt to approve Staff
recommendation that the Board approve a loan not to exceed $2,408,850 ($2,385,000 for
project costs and $23,850 for the 1% Loan Service Fee) from the Severance Tax Trust
Fund Perpetual Base Account to the Bijou Irrigation District for the emergency repair of
the East Dam. The recommended terms of the loan are 30 years at 2.25% per annum;.
Security for the loan shall be in compliance with CWCB Financial Policy #5. Staff
further recommends that final approval of the loan be conditioned upon all other staz~dazd
contracting provisions of the CWCB and upon the District's election and voter approval
of debt. Barbara Biggs and Hazris Sherman were not present for the motion. The motion
was approved unanimously (8-0).

Company -Beaver Reservoir Rehabilitation Project
.Action: A motion was made by Keith Catlin and seconded by Don Schwindt to approve Staff
recommendation that the Board approved a loan not to exceed $510,035 ($504,985 for
project costs and $5,050 for the 1% Loan Service Fee) to the Beaver Reservoir Company
for engineering and construction costs associated with the Beaver Reservoir
Rehabilitation Project, from the Severance Tax Trust Fund Perpetual Base Account. The
terms shall be based on their previous agricultural rate of 2.5% per annum for 30-yeazs.

of the CWCB Loan Program. Security for the loan shall be collateral in compliance with
CWCB Loan Policy #5. Hams Sherman was not present for this motion. 'The motion

Action: A motion was made by Barbara Biggs and seconded by Don Schwindt to approve Staff
recommendation that the Boazd declare its intent to appropriate instream flow water
rights on the stream segments identif ed in the Board memo, in accordance with lnstream
Flow Rule S.d. Staff has reviewed each proposed stream segment to ensure that for each
flow recommendation, the data set is complete and standazd methods, and procedures
were followed. In addition, Staff has completed its water availability studiGes. Staff has
identified 19 stream segments in Water Divisions 1, 2, 5, and 6 for which sufficient
