More immediately, the water board took action to provide water to the football stadium and and 5.5-acre <br />park just north of the stadium. <br />The board unanimously voted to supply water to the Neta and Eddie DeRose Thunderbowl at CSU- <br />Pueblo if the Friends of Football group can agree with the university to interconnect water lines. The <br />board also voted to provide water for the park at no charge, provided the park is turned over to either <br />CSU-Pueblo or the City of Pueblo for permanent maintenance. <br />At an earlier work session, the board reviewed water needs for the entire Bella Villa housing and retail <br />development. <br />Two new water mains would have to be built to serve the development, but would be in the same pressure <br />zone that serves the university. The university is served by the Platteville Road water tower, just north of <br />the city, which is not fully utilized. <br />To serve the larger Pueblo Springs development, which the city is in the process of annexing, two new <br />pressure zones would have to be added. <br />Each zone requires a pumping station from other water tanks and construction of at least a 1.5 million- <br />gallon tank. The cost is about $2.5 million per zone, plus at least as much in mains and pipelines, said <br />Terry Book, operations director. <br />The cost of those items is to be paid by the developer, if the development represents a major expansion <br />away from the current service area. <br />The city also plans to add a second water main across Fountain Creek to serve the northeast part of the <br />city at some point in the future. <br />ARKANSAS RIVER COMPACT ADMINISTRATION (ARCA) -Colorado's ARCA <br />representatives and advisors met in Denver on February 27 to brief the new State Engineer and CWCB <br />Director on background and current issues. Jennifer Gimbel and Dick Wolfe were selected to represent <br />Colorado on the Special Engineering Committee. A letter informing Kansas of this has been sent to <br />Kansas. Colorado has decided to present an alternate Parks/DOW proposal for water sources for <br />augmentation of the John Martin Reservoir permanent fishery pool based on concerns raised by Kansas. <br />Preferred Storage Options Plan (PSOP) <br />Staff and the Director met with the SECWCD to coordinate a response to concerns Pitkin County and the <br />City of Aspen have raised about decreed ISF and/or bypass obligations to meet fish needs in the Roaring <br />Fork basin. Staff continues to research operation and flow data that will allow further analysis of the <br />Pitkin County claims. <br />COLORADO RIVER BASIN <br />BLM WILD AND SCENIC REQUEST FOR PROPOSALS -The Bureau of Land Management <br />("BLM") Wild and Scenic alternatives group continues to meet, and they have issued a Request for <br />Proposals to seek a Project Manager. The Glenwood Springs and Kremmling BLM field offices are <br />continuing to conduct their review of eligible streams within those areas (through their Resource <br />~19~ <br />
