H. She~rraun: Can we move fairly quickly on the vision and then layout some strategies to get <br />there? <br />J. PoNter: I tlui~lc we can agree on the vision but the real differences will come on how do we get <br />there? <br />R WNight: I hope that we don't assume that we can move forward on a vision of water by having <br />it be a single issue alone - it is a unique conunodity within the state that ebbs and flows with <br />a lot of other issues. Food policy, energy policy, and economic policy are driving where the <br />water wants to go. I am not sure how to realign the pegs on the board without a broader <br />discussion of why things happen the way they do. I do not want to give lip service to a vision <br />while we continue down the path we've been on. <br />T. W. Dickinson: If we are going to be successful this needs to be an a-political exercise. If we <br />start tll~lcering with things we need to realize the intercoiuiectedness. We need to coalesce <br />around a vision first before we move to strategies. <br />E. Kuhn: What is the role of the IBCC? Need to also get some conunonality at the roundtable <br />level. <br />H. S'he~mccn: Let's discuss how we integrate the work we are doing here with the roundtables. <br />S. CazieN: Made sure that the questions we had heard from Harris went out to the Roundtables. It <br />is vitally important that the roundtables need to be involved. <br />E. l~lkinson: The people around this table expressed some very well thought out ideas. It may <br />be easier to put or heads together on some statewide visions and get the Roundtables input. <br />This group is supposed to be an umbrella group and it would be better to have something for <br />them to react to vs. have it come directly from the Roundtables. Let's get the first work <br />product from IBCC and then start the conversation with the Roundtables. It would be more <br />efficient starting with the IBCC. <br />E. Hecox: We will digest what we've heard today and integrate it with the interviews and written <br />responses. We will get this information to the IBCG members and they can then take it to <br />their Roundtables to react to. We have seen this approach work in the past. <br />D. Big°ch: IBCC needs to take a leadership role and should take a first step. Question is whether <br />we need one more meeting to discuss. The basic item is we need to address what is needed <br />and discuss does that come from the west slope or vs. agriculture dry-up on the east slope. <br />M. Shimniin: I agree with E. Wilkinson -find it easier to crystallize what Pm saying if we have <br />a draft and then focus what we think ourselves. What is the role of govenunent -develop this <br />vision as an idea and then educate our roundtables, those in the energy business, land use <br />business. Often the role of government is to create a vision and then regulate but need the <br />education piece. <br />11 <br />
