<br />~ <br /> <br />Engineering, Utah State University; <br />- Dr. Charles Burt, Professor and Director of the Irrigation Training and Research <br />Center, Cal Poly, San Luis Obispo; <br />- Dr. Albert Clemmens, Research Hydraulic Engineer, U.S. Water Conservation <br />Laboratory, USDAlARS, Phoenix; <br />- Dr. Kenneth Solomon, formerly Director of the Center of Irrigation Technology and <br />currently Professor and Department Head, BioResource and Agricultural Engineering <br />Department, Cal Poly, San Luis Obispo. <br /> <br />This team concluded that the Jensen Report contained many errors which skewed the <br />results. However, even if those were corrected, the conclusions could not be supported <br />by the data and type of study conducted. Some of the procedural errors in the Jensen <br />Report included: <br />1) The use of too small of a time frame to make statistically significant conclusions <br />concerning trends in irrigation efficiency and farm water management. <br />2) Conclusions regarding reasonableness of water use without considering the <br />economics, risk, technical feasibility or local conditions which must be included in such <br />a determination. <br />3) Selective calibration of evapotranspiration estimates, with disregard of and unclear <br />explanation for years that did not agree well with ET estimates. <br />4) Insufficient attention to uncertainties in estimates of yield, weather, correlations and <br />other factors which are essential in forming a defensible set of recommendations. <br /> <br />Clinton said, "In summary, the data and procedures in the Jensen Report cannot <br />support the conclusions regarding the reasonableness of 110 water use, or the <br />recommendations for changes." <br /> <br />After extensive review of the Jensen Report, the 110 Consultants asked for a meeting <br />with Dr. Jensen, which was held November 9, 1996. The meeting produced an even <br />clearer understanding by the 110 team of the problems with the report. (Attached is the <br />-more- <br />
