<br />9. Conservation Programs. Can one make conclusions concerning the effectiveness of <br />water conservation programs by examining only annual changes and trends in <br />diversions? The answer is no. When assessing the effectiveness of a water <br />conservation program, it is tempting to rely on a comparison of annual diversions. <br />However, this is problematic since small reductions in water use brought on by the <br />program may be lost in larger year-to-year variations, or uncertainties in annual values, <br />or other over-riding trends (such as weather, crop shifts, insect pressure). Therefore one <br />of the following approaches is more likely to be useful: <br />(a) Engineering studies of what would have happened if the conservation <br />practices had not been in place. <br />(b) Water use efficiency studies (changes in yield per unit of water diverted). <br />Both approaches are difficult and expensive to implement. <br /> <br />10. Immediate Need for Change? Is it justifiable to conclude that there is an immediate <br />need to implement improved on-farm systems and practices in lID? The answer is no. <br />After review and discussion, we agree that there is insufficient evidence to conclude, as <br />stated in the Jensen report, that in lID "... the ratio of beneficial uses of water to supply <br />have decreased indicating an immediate need to implement improved on-farm systems <br />and practices including more effective irrigation scheduling." <br /> <br />/'l"'~.// ?$~ d'':~~,:-/:..v/ <br /> <br />.
