The draft study was prepared by the District's Water Resources Unit under the
authority and direction of the Board of Directors' Water Transfer Study Group, as part of
the board approved "1 O-Step Process." The Group has reviewed the draft report and
approved it for presentation to the full Board.

The "1 O-Step Process" recognizes that there is a growing demand for long-term, reliable
water supplies in Southern California. The information presented herein is intended to
provide the basis from which policy decisions can be made regarding, for instance, how
much water can be transferred and what type of projects may be included in a water
conservation and transfer program.

This draft study concludes that, if adequate funds are made available by users outside of
Imperial Valley, a variety of water conservation opportunities exist. Although the
conservation methods identified in this study are a good representative sample of the
opportunities available, they do not cover every on-farm method that might be available.
Moreover, this study does not quantify the water conservation potential from crop
rotation, idling or fallowing of farmland.

Comments and questions regarding the contents of the report will be received by the
Study Group in writing, or interested parties may schedule attendance at a regular
meeting of the group at 339-9426. In addition, presentations have been scheduled for
the next six weeks to civic clubs, cities, county and other interested groups. Questions
will be addressed at that time.

After public review and comment period, a final version will be prepared for Board
approval.

U:WRASWPD
Ih
