The depletions associated with full development of this project are <br />summarized in Table 3.4 <br /> <br />3.2.2.1 Full NGWSP Development plus Baseline Depletion <br /> <br />The full NGWSP depletion of 35,893 acre. feet per year was included in the model with the <br />haseline depletions described in Section 3.2.1. The summary of flow statistics resulting from <br />this configuration appears in Table 3.5. Several of the flow statistics required under the SJRIP <br />flow recommendations (see Table 3.1) cannot be met and the project waler deliveries are shened <br />in 1956 to prevent the water level from dropping below the allowed elevation. The minimum <br />flow requirement is also violated in 1956. <br /> <br />3.2.2.2 JicariJIa Apache Nation Portion of NGWSP plus Baseline Depletion <br />The model to represent the Jicarilla Apache Nation portion of the NGWSP used Ihe depletion <br />baseline discussed above. To this was added the operation of just the Jicarilla Apache Nation <br />and city of Gallup demands. IOtaling 8,700 acre-feet of depletion. This consisls of the 6,570 acre <br />feet of depletion included in the baseline from the JANNRWSP consultation, 290 acre-feet of <br />Jicarilla Apache Nation historical depletion currently in the baseline plus 1.840 acre. feet of new <br />depletion. The result is an increase in baseline depletion of 02%. <br /> <br />All flow recommendations are met wilh this configuration as shown in Table 3.6 (see Table 3.1 <br />for comparison). There is a slight change necessary in the operaling rules of the dam to meel <br />flow recommendations for this configuration. To meet all flow recommendations, the minimum <br />June release is set to 260 cfs rather than 250 cfs to pick up one additional year of the 2,500 cfs <br />statislic (without Ihe adjustmenl, the statistic is missed by 8 cfs for 1 day). All other months are <br />set 10 250 cfs. The condition was implemented during 18 of the 65 years. The other years are <br />either already higher to meet downstream demands or a peak release is made. Alternately, to cfs <br />could be released down Gallegns Canyon (RM 187) or Ojo Amarillo (RM 170) from the NIlP <br />canal to meet these conditions if modificalion of an operating rule is problematic. Details of the <br />reservoir COnlent and flow slalistics are in Appendix A. This analysis demonstrates that this <br />ponion of the project can be developed while satisfying the flow recommendations. Since it is <br />not proposed to operale the project in this manner, no modifications of the operating rules are <br />required.
