<br />supported by the US Census Bureau and the Region 9 Economic Development Authority <br />Survey of Second Homes in Archuleta County. <br /> <br />The Colorado State Demographer has also developed population estimates for <br />Archuleta County, predicting a growth rate of about 3.5% per year over the period from <br />2000 to 2030/ estimating that nearly 26/800 full time residents will call the county home <br />in 2030. <br /> <br />Population estimates for P A WSD are presented in Table 3 based on observed past <br />growth rates in the P A WSD service area (using EUs), noting that the population <br />estimates include a very significant transient population of water and wastewater <br />customers that utilize P A WSD services as they visit the area as tourists and/ or property <br />owners who reside in the community only on a part-time basis since P A WSD must be <br />able to provide service during peak demand periods. Development is expected to <br />continue in the P A WSD service area given the demand for part-time housing and <br />condominiums, hotel rooms and full time residents. As residential demand increases, <br />local commercial uses including hotels and restaurants, shops, and other commercial <br />enterprises are also expected to increase. Assuming an average per capita water use of 190 gallons per day per person <br />(gpcd), the population growth represents an additional demand of over 3/200 AF by <br />2030. This is only an estimate of future water demand. The forecast will be updated and <br />improved during the preparation of the Water Conservation Plan. <br /> <br />(c) Estimated water savings goals to be achieved through implementation of the Plan <br /> <br />The District is located in the San Juan River basin of Colorado. According to the <br />Colorado Statewide Water Supply Initiative (SWSI), there is a supply need of 18/800 AF <br />in the Dolores, San Juan and San Miguel River basins, assuming about 12 percent <br />reduction in current per capita water use occurs due to ongoing water conservation <br />measures and programs currently in place with entities in the basin.
