4. Engineering Estimate for Entity that is Not Currently Eligible but Will Become
Eligible

This is not applicable to P A WSD. As documented above, P A WSD is a covered entity.

5. Background Characterization of Water Sources and Potential Growth

(a) Current and Past years per capita water use

P A WSD serves about 7/000 single-family equivalent (SFE) units in and around the
Pagosa Springs area providing water to about 75% of the population of Archuleta
County. The District also provides water to a significant transient population of water
and wastewater customers that utilize P A WSD services as they visit the area as tourists
and/ or property owners who reside in the community only on a part-time basis. Table
2 provides a summary of the total water demand, average annual population and
gallons of water used per capita for the years 2002 through 2007.

Table 2 - Average Annual Per Capita Water Use 2002 through 2007

Average Gallons Per Day
Annual Total Water Demand Per Capita Total
Population (mill gal) Water Use
2002 8,694 605 191
2003 9,003 652 198
2004 9,291 761 224
2005 9,618 727 207
2006 10,119 675 183
2007 10,625 724 187

The population data provided in Table 2 are estimates based on single family equivalent
units (EUs) which have been used by the District to estimate past and future water
system demands based on number of taps provided by the District for residential and
multi-family accounts. Population is estimated to be 1.5 times the EUs.

Given that the actual population served is a function of hotel occupancy, time-share
usage and other dynamics of the transient tourist population, the population estimates
provided herein may not be particularly meaningful metric for purposes of evaluating
water use efficiency in the P A WSD service area. An important component of the
P A WSD Water Conservation Plan development will be to evaluate existing data sources
and develop a methodology to effectively monitor and verify the impact of selected
water conservation measures and programs.

(b) Past, current and predicted population served by the District and the source of the
information

Through the 1990s and into the 2000s, Archuleta County developed population
estimates and growth projections in the P A WSD service area. The County/ s efforts were

8
