interests in the planning process and will provide input into the identification, screening
and evaluation of water conservation measures and programs, and assist in the
development of the implementation plan.

Attachment D provides more detailed information regarding the relevant experience of
each of these individuals.

3. Retail Water Deliveries for the Years 2002 through 2007

P A WSD' s total annual water delivery, including unaccounted for water, is presented in
Table 1. Average annual water demand over the past 6 years has been 2/119 acre-feet
including both treated and raw water, with the lowest demand occurring in 2002/ and
the highest in 2004.

A review of each of the account types provided in Table 1 is as follows.

. Single family accounts are those with individual taps for homes and some
condominiums.
. Multi-family accounts are those with multiple users for a single tap, such as
apartments and some condominiums and timeshares.
. Commercial are those accounts including commercial, industrial, and
institutional and schools.
. Irrigation are those accounts including taps utilized only for outdoor irrigation
such as HOAs and for large commercial entities that maintain a separate
irrigation tap.
. Unmetered city parks include two parks with an area of approximately 12 acres.
Water usage at these two locations was assumed to be 36 inches per year.
. Fill stations and WWTP (wastewater treatment plant) usage was based on
metered water use at P A WSD operated standpipes used to provide treated water
supply for remote residential use and for WWTP operations.
. WTP (water treatment plant) process water is based on water required for filter
backwash and other WTP operational needs. It has been estimated to be 2.75% of
raw water diverted to the WTP per year.
. Unaccounted for water is the difference between the total raw water intake at the
WTP and the sum of the various treated water accounts. Unaccounted for water
has averaged to be about 28% per year over the last 6 years.
. Total treated water is the amount of raw water diverted and/ or pumped into the
WTP for each year.
. Raw water accounts relate to P A WSD obligation to provide raw water (separate
from the raw water intake to the WTP) to the local golf course and selected
condominiums and timeshares for outdoor irrigation. The maximum annual
obligation for PAWSD under this account is 900 AF (293 million gallons).

The water sources that P A WSD utilizes to meet these demands are described in Section
5 (d) of this document.

6
