<br />Therefore, P A WSD will use the CWCB grant to develop a revised Plan, which meets and <br />exceeds the requirements of CRS 37-60-126. The Plan will also allow PAWSD to receive <br />construction fund loan proceeds under the contract currently being negotiated between <br />CWCB and P A WSD. <br /> <br />The Plan will be developed utilizing the planning process described in the CWCB' s <br />"Water Conservation Plan Development Guidance Document", with modifications as <br />needed, based on the scope of work presented in Section 6 of this application. Once the <br />Plan has been developed and undergone the appropriate public review, it will be <br />submitted to the CWCB for review and approval. The requested funding and the CWCB <br />guidance will facilitate the development of a Plan that will ensure the wise use of water <br />and a more reliable water supply for the District and its customers in the future. <br /> <br />Application <br /> <br />1. Organizational Structure to Prepare the Plan <br /> <br />P A WSD will oversee and manage all aspects of Plan development. Ms. Shellie Tressler, <br />P A WSD Assistant Finance Manager and Conservation Program Supervisor will serve as <br />the project manager and will receive assistance from Gene Tautges, Assistant Manager, <br />who will be substantially involved in the project providing coordination, data <br />management and Plan review. <br /> <br />Tracy Bouvette, of Great Western Institute will provide the coordination and technical <br />assistance needed to prepare the Plan, including, but not limited to/ conducting data <br />analyses; demand forecasting; water conservation goal development; measure and <br />program identification, screening and evaluation; and implementation plan preparation <br />requisite in development of the Plan. <br /> <br />Steve Harris of Harris Water Engineering, Inc. will provide data and analyses into the <br />development of existing and future water supply demand and infrastructure needs. He <br />will also provide technical input into the screening and evaluation of candidate water <br />conservation measures and programs. <br /> <br />Denise Rue-Pastin serves as the water information program coordinator for PAWSD and <br />other water providers in Southwest Colorado.
