In the 109th
Congress, we strongly supported enactment of federal legislation, with the recognition of the
need to ensure compliance with applicable state laws.

We look forward to working with you both, and with the Congress and Administration to
see that appropriate legislation in enacted, implemented and funded to finally establish a
coordinated national program to further develop the science and apply that science to mitigate
adverse weather-related events in the future and enhance snow water resources for the benefit of
myriad water users threatened by increasing climate uncertainties.

Many of our member states are actively engaged in weather modification and mitigation
related research, development and operational programs. While there are important scientific
questions that remain to be answered, scores of programs operated at the state and local level
demonstrate the viability of such projects - and call for greater technical and financial assistance
from the federal government to fully realize the potential of this technology.

Sincerely,

D~l~~

Executive Director

F:\POSITIONI2008I2008 Mar4 Cover Letter For 2005 Weather Mod Position #264,wpd
