Colorado relinquished 1,150 acre.feel to Project Storage on March 31, 2004 <br />making a like amount of water in Platoro Re!lervoir available to meet irrigation demand on the Conejo!l <br />River. On the 2004 accounting sheets, this amount was rounded to 1.200 acre.feet. <br /> <br />CONTINUING ISSUES <br />This section of the report summarizes i!lsues previou!lly addressed by the Engineer Advisers or <br />the Commission. It reflects information obtained by the Engineer Advisers subsequent to the 2004 <br />Commission meeting, including information obtained in the reports of federal agencie!l at the 2005 <br />Engineer Advisers meeting. <br /> <br />ComDact Accountlna Documentation Prolect <br />At the 2002 meeting of the Commission, the Commissioners and Reclamation signed a <br />Memorandum of Understanding (MOU) that formally describes the duties, roles, and responsibilities of <br />each party in the accounting, reporting, and documentation of the waters of the Rio Grande Ba!lin above <br />Fort Quitman, Texas, in accordance with the Compact. The MOU provides that the Engineer Advi!lers and <br />Reclamation will prepare a manual de!lcribing the historic and current accounting procedures and that <br />Reclamation and the Engineer Advisers will formally review the accounting and reporting procedures for <br />potential modifications and enhancements every five years, or more frequently if necessary. The <br />Engineer Advisers have prepared a draft of the documentation manual and will continue to work in 2005 to <br />refine the manual as specific issues related to Compact accounting are addressed. <br /> <br />Closed Basin Proiect <br />The total production of the Closed Basin Project in 2004 wa!l14,340 acre-feet with 10,845 acre- <br />feet of that amount being delivered to the Rio Grande. All deliveries to the Rio Grande met minimum <br />water quality standards. Biofouling problems continue to plague the production wells of the Closed Basin <br />Project. Reclamation replaced six wells in 2004 that were most affected by the iron bacteria and altered <br />operational procedures to minimize bacterial growth. The new well design and operations show promise <br />to restore the production of the project. Wells will continue to be replaced as budgetary con!ltraints allow. <br />The Closed Basin operating committee continues to monitor groundwater levels and groundwater <br />production and adjust project operations pursuant to the enabling legislation. <br /> <br />URGWOM Accountina Model (Nambe Falls) <br />The Commission approved a resolution in 2001 that provided approval for use by Reclamation of <br />the Upper Rio Grande Water Operation!l Model (URGWOM) accounting module for Rio Grande Compact <br />accounting, subject to several conditions that the Engineer Advisers found to be !lubstantially fulfilled at <br />
