<br />In October 2002, the Corps completed a PRP and requested approval to begin <br />the feasibility study for the Confluence Park Stream Restoration project. The <br />project is located at the confluence of Fountain and Monument Creeks in <br />Colorado Springs, CO and the local sponsor is the City of Colorado Springs. The <br />project would restore a portion of Monument and Fountain creeks in downtown <br />Colorado Springs to a more natural riparian condition. The project is currently on <br />hold pending a decision by the Colorado Department of Transportation regarding <br />reconstruction of the Highway 24/1-25 interchange in the project area. <br /> <br />The Corps has completed a PRP for restoring wetlands near Rocky Ford, CO. <br />The local sponsor is the City of Rocky Ford, CO. The environmental <br />assessment, plans, and specifications are currently underway. <br /> <br />6. ContinuinQ Authorities Proaram. The non-federal sponsor, under both of <br />the following authorities, must contribute 35% of the cost for these projects. This <br />program is available to communities, flood control organizations, and other <br />governing entities. Those having a need for this program should contact the <br />U.S. Army Corps of Engineers, 4101 Jefferson Plaza NE., Albuquerque, New <br />Mexico 87109, telephone (505) 342-3201. <br /> <br />Section 14. Under Section 14 of the 1946 Flood Control Act, as amended. <br />the Corps provides emergency streambank protection works to prevent damage <br />to public facilities. <br /> <br />There are two Section 14 projects at Colorado Springs; one at Powers Blvd and <br />one at Chelton Road. The projects are to protect the roadway bridges and <br />involve grade control and slope protection. These projects are on hold pending <br />funding by the city of Colorado Springs. <br /> <br />Section 205. Under Section 205 of the 1948 Flood Control Act, as <br />amended, the Corps is authorized to plan and construct small flood damage <br />reduction projects that were not authorized by Congress. <br /> <br />There is one Section 205 project at Colorado Springs along Cheyenne Creek. <br />The District is recommending that this become a General Investigation Study. <br />since the costs exceed the Federal funding limitations for a Section 205 project <br />($7,000,000 per project). <br /> <br />There is another Section 205 project at Florence along the Oak Creek. a tributary <br />to the Arkansas River. The project is being designed to fulfill both flood control <br />and water supply objectives. <br /> <br />2 <br />
