During 2003, activities of the U.S. Army Corps of Engineers, <br />Albuquerque District (Corps), in the Arkansas River Basin consisted of reservoir <br />regulation, flood-control related studies, flood plain management services, <br />regulation under Section 404 of the Clean Water Act, and emergency assistance. <br /> <br />2. Flood Control Operations. The Arkansas River snowmelt runoff was near <br />normal throughout the entire basin, ranging from 93% to 110% of average. <br />There were no significant flood-control operations at Trinidad, John Martin or <br />Pueblo Reservoirs. <br /> <br />3. PlanninQ Assistance to States (Section 22) ProQram. Under authority of <br />Section 22 of the Water Resources Development Act of 1974, the Corps is <br />authorized to assist non-Federal entities in the preparation of comprehensive <br />plans for the development, use, and conservation of water and related land <br />resources. <br /> <br />There are no new or ongoing studies in the Arkansas Basin under the Planning <br />Assistance to States Program. . <br /> <br />4. Section 1135. The 1986 Water Resources Development Act authorized the <br />review of completed water resources projects to implement modifications that <br />improve the quality of the environment, when environmental degradation resulted <br />from the Corps project. <br /> <br />A Preliminary Restoration Plan (PRP) is being developed with Fremont County to <br />address wetland and riparian restoration in the vicinity of Canon City, Colorado. <br />The PRP development began in May, 2003, and work on plans and <br />specifications is scheduled to begin in February, 2004. <br /> <br />5. Section 206. The 1996 Water Resource Development Act provided authority <br />for aquatic ecosystem restoration projects in areas unrelated to existing Corps <br />water projects. <br /> <br />In October 2001, the Arkansas River Fisheries Habitat Restoration project was <br />approved and a Project Cooperation Agreement was signed with the City of <br />Pueblo in April 2002. The project will improve fish and riparian habitat along ten <br />miles of the Arkansas River downstream of Pueblo Dam. The Corps has <br />completed preparation of contract documents, including construction drawings <br />and technical specifications. Improvements will include instream habitat and <br />channel enhancement structures, channel restructuring, and riparian/bank <br />plantings. Construction is scheduled to start in February 2004. <br /> <br />1 <br />
