Sasha Charney: This application has the most detailed budget of anything we have <br />seen; they have shown us what they will do with this money; my recollection of <br />needs assessment is that we have a commtment to do these needs assessment. <br />Jerlce: Yes, we did agree that we would adopt a study. <br />Jerlce: Will speak against John Stencil's substitute motion; will go forth with fiill <br />funding of the study. <br />Harold Evans: As a review, initially we thought that the Roundtable could be an <br />applicant; we realized that the Upper Mtn Counties had to come forth as an <br />applicant. <br />Forrest Whitman: This is why we have the Upper Mtn MGU. <br />Fred Wallcer: Now, I remember and recognize that there was a commitment to this <br />needs assessment. <br />Jerlce: Show of hands on Substitute Motion: 3 votes <br />Oppose: Substitute Motion does not pass. <br />Back to original motion for $130,753. <br />Passes Unanimously. <br />John Stencil: Good discussion and helpful. <br />Next vote: <br />Current balance: $265,437 <br />Georgetown and Blacldlawk Water Storage in Georgetown Lake: $150,000 <br />Discussion: <br />Harold Evans: Three applications from this part of the valley; however, note that <br />in this application there are other sources of funds that can make this happen; <br />there are others that if we do not fund this, won't happen. <br />Jerlce: I have reservations about this one because of the isolated impact on the <br />basin. <br />Shimmin: Opines that we should prioritize in how well they meet the <br />requirements and guidelines; top of the list is Arickaree River well: large state <br />wide, benefit for compact; therefore, has strongest impact; not very big request. <br />Therefore, make motion to approve Arickaree River application. <br />Second from multiple sources: <br />Jerlce: See Charlie Meyer's article from Post; Water and Pheasants; nuances <br />Discussion: Jerlce: Three of my wells have been shut, but no one is giving money <br />for those on the South Platte; not much public good here; understand deals and <br />compact requirements; but will personally vote against this. <br />Forrest Whitman: Will state engineer shut these down for compact compliance? <br />Shimmin: Overview of Compact Compliance in Northern High Plains basin; <br />when this started, 600,000 irrigated ground from Ogallala Aquifer; some of these <br />acres retired by choice; Republican River District formed for compliance; came <br />up with matching field program to help CO reduce compact debt; currently <br />11,000 ac ft per year in deficit; KS coming after everyone who is not in <br />compliance; they are not coming after CO as they are after NE because they know <br />we are attempting to come into compliance; we have already retired 60,000 acres; <br />the lag benefit of retiring these take years to come to compact compliance; <br />therefore, in the short run, the only way that CO will come into compliance is <br />12 <br />
