RESOLUTION OF
THE WILLOWS WATER DISTRICT

(To Adopt A Conservation Plan)

RECITALS

WHEREAS, Vlillows Water District ("Willows" or "District") was organized pursuant to

a Decree of the District Court of Arapahoe County, Colorado~ Cas.e No. 31310, dated January 8,

1974, and is a body corporate and political subdivision of the State of Colorado; and

WHEREAS, the Colorado Special District Act, section 32-1-101 et seq., C.R.S. (2007),

as amended, defines the powers and authority of the District; and

WHEREAS, section 32-1-1001 of the Special District Act provides that for and on behalf

of the District the Board of Directors of District shall have certain powers, including

(h) To have the management, control, and supervision of all
the business and affairs of the special district as defined in this
article and all construction, installation, operation, and
maintenance of special district im.provements;

(n) To have and ex~rcise all rights and powers necessary or
incidental to or implied from the spec.ific powers granted to special
districts by this article.

WHEREAS, the District is responsible for the distribution of water ~ithin the Di,stri~t's

Service Area;

WHEREAS, the District has entered into two water service' agreements with. the City and

County of Del1ver, acting by and through its Board. of Water CommissIoners ("Denver Water"),

pursuant to which Denver Water furnis~es wa~er within Willows' Contract Service Area, as

defined in those agreements; and
