PROJECT UPDATE
April 30, 1999

This document IS a composite of proposed projects in various stages across the Rio Grande National Forest
and the San Luis Resource Area. We have provided basic information for these projects in this Project Up-
date. For further information on how you can participate or receive copies of the documents as they be-
come available, please contact the person listed with that individual project.

This Project Update is for the time period of May, June, July, 1999. If any new projects come up during
before the next issue we will prepare a supplemental Project Update to keep you informed.

The environmental analyses may be documented with an Environmental Assessment (EA) and Decision
Notice (DN), and Environmental Impact Statement (EIS) and Record of Decision (ROD), or be categori-
cally excluded (CE) from further documentation (if the project has no extraordinary circumstances and no
significant effect on the quality of the human environment). The issues you raise will help us conduct the
analysis and improve decision making.

GET INVOLVED! We are seeking your involvement in these analyses because Bureau of Land Man-
agement and National Forest System land is your land. It is your contribution of time and energy that helps
us make wise, balanced decisions about the management of your land and resources.

Comments received in response to this solicitation, including names and addresses of those who comment,
will be considered part of the public record on this proposed action and will be available for public inspec-
tion. Comments submitted anonymously will be accepted and considered; however, those who submit
anonymous comments will not have standing to appeal the subsequent decision under 36 CPR Parts 215 or
217. Additionally, pursuant to 7 CFR 1.27(d), any person may request the agency to withhold a submission
from the public record by showing how the Freedom of Information Act (FOIA) permits such confidential-
ity. Persons requesting such confidentiality should be aware that, under the FOIA, confidentiality may be
granted in only very limited circumstances, such as to protect trade secrets. The Forest Service will inform,
the requestor of the agency's decision regarding the request for confidentiality, and where the request is de-
nied, the agency will return the submission and notify the requester that the comments may be resubmitted
with or without name and address within (xx) days.
