This committee will develop and <br />implement a peer review work plan for the period of the Cooperative <br />Agreement. <br /> <br />The Governance Committee (or the Water Management Committee if so <br />designated) will work with individual signatories to identify institutional <br />constraints, if any, on making water available to the Program, and develop a <br />plan with each state as necessary that sets forth ~ow the state will address the <br />identified constraints under state law. <br /> <br />5 <br />
