5. The proposed Boating Park is located in the existing Smelter Whitewater Park.
Access, parking, land ownership, and other amenities are available at the site.
Specifically, access is available throughout the river left bank as well as at specific
ingress and egress points that are served by trails and ramps.

6. Improvements to the Boating Park represent habitat improvements at the site.
These include stabilization of the stream banks, riparian zone improvements, and
improvements to the in-stream habitat.

7. The claimed flows represent the minimum amounts necessary for the City's intended
purposes as outlined in Tables 1 and 2.
