I
I
I

Conclusion

I

The proposed Durango Boating Park is an ideal site for an International level Boating Park.
A proposed design has been the basis of an RICD application at this site. This design was
created by a licensed Engineer in the State of Colorado with extensive experience in boating
park design. The design was created through an extensive public design process that
included input from a variety of stakeholders over an extended period of time. The
proposed design and claimed flows are the minimum required to meet the City's intended
purpose as outlined in this report. In addition, the following facts, outlined in this report,
support the City's claim for the RICD:

I

I
I

I
I

1. The park will be designed, using HEC-RAS to adequately pass all flows up to and
including the 100-year flood flow without causing adverse impacts to upstream,
downstream or adjacent property owners. Similar parks of similar design have
shown that this type of design is possible.

I
I

2. The design will be constructed of large grouted rock and will be anchored into the
bed and banks of the river. All structures willl be anchored to bedrock or beneath
the scour depth of the river. These structures are designed to adequately withstand
stream forces for all flows up to and including the 100-year flood so that damage to
and failure of the boating course can be avoided.

I

I

I

3. The slope of the proposed boating park is greater than .5%. The length of the
boating park is longer than 1000 feet and the boating park has already demonstrated
that it has the necessary physical characteristics to host an international level
competition,

I
I

4. The structures proposed for the boating park are designed to capture, control, and
divert the flows of the Animas River for all flows claimed Structures of this type
meet all definitions of hydraulic control and are being used to provide for similar
intended uses in other boating parks in the state.

I
I

I

(i;;r) \'i. 1 ;a:y. :J,I-.
-i~~ ,\I'~'J1":ll>C ,\\.'
