Water Supply Reserve Account - Grant Application Form
Form Revised May 2007

detail on information to include.

This grant request for $127,900 from the Water Supply Reserve Account is for the Fraser River Settling
Pond Project: Grand County. This is a structural water project to make improvements to a previously
designed sediment pond with the same goal; to capture sand from current and historical maintenance of
Berthoud Pass, as well as natural erosion of the mountainside, before that sediment smothers the remainder
of the Fraser River. Improvements to the pond design will include creating a D shaped berm structure to
slow the velocity of the river in the pond area to allow for sediment deposition before the water flows
through Denver Water's diversion dam. In the fall this pond will be drained for maintenance via
improvements included in the project plan to a previously installed diversion pipe, and sediments will be
removed to a Grand COlIDty gravel pit. The Project includes new access for maintenance vehicles from the
opposite side of the pond so that there is no traffic over Denver Water's diversion pipe.

CDOT currently deposits nearly- ten tons of traction sand on the west side of Berthoud Pass, and recovers a
little over half that with vacuuming and excavation. Reduced flows in the Fraser River coupled with
excessive sediment deposition mean that the Fraser is lUlable to flush the sediment that enters the river, and
aggradation, migration of the stream channel, and deterioration of aquatic and riparian habitats are
occurring. Other environmental, economic, and municipal needs met by The Project have already been
addressed in part B, question 2.

A biological and habitat inventory was conducted prior to the sedimentation pond construction in the
summer of 1998 with the DOW doing the fish inventory. Project construction was completed in 1999 with
follow up studies done in 1999 and 2000. The conclusion drawn at this time was that access for
maintenance was inadequate and that sediment tended to flow throught the pond on the east side where the
Fraser River entered the pond.: Since then plans fo~ the pond have udergone several revi~ions in
consideration of the concerns of the parties involved, with the result b~ing the plan that is attached to this
grant as supporting documentation (electronic title "appendix 1- design plan").

5. Please summarize the proposed scope of work. Please refer to Part 2 of the Criteria and Guidance
document for detailed requirements. On the following page there is an example format for the Scope of
Work. You can use the example format or your own format, provided that comparable information is
included.

The scope of work should outline by task how the water activity will be accomplished. It is important that
the scope of work detail the specific steps, activities/procedures that will be followed to accomplish the
water activity and the specific pro ducts/de I iverables that will be accomplished. The scope of work should
include but not be limited to: task description, key personnel, budget, schedule and deliverables and the
fmal report/project documentation upon completion of the water activity.

The proposed scope of work includes converting an existing Denver Water Board diversion to also
function as a sediment basin to remove as much traction sand coming off of the west side of Berthoud

:7
