Completion Date:

. March 21, 2008

Task 2c. Abbreviated Environmental Assessment (EA):

Personnel and Fees:

. BOR (Fees Waiver Pending)
. Consultant
. Board (In-kind)

Completion Date:

. May 9, 2008

Note: Information and data from the ALP project will cover the areal extent of the proposed
project. This information will be used to generate an abbreviated EA for the project.
Permitting issues and potential mitigation measures are addressed under the ALP Final
Supplemental Environmental Impact Statement. The majority of the EA will be written
before the design detail is available in order to meet the project schedule. As design
information on site specific details concerning archeological and topographical impacts
becomes available, it will be incorporated into the document. For the sake of efficiency in
the permitting process, the water treatment plant and associated infrastructure (access road,
pipeline, electricity, etc.) are being covered in this EA. However, the completion of design
and construction of these facilities will be completed at a future stage of the project.

Task 2d. BOR determines Finding of No Significant Impact (FONSI) and Issues Land Lease
License Agreement

Personnel and Fees:

. BOR (Fees Waiver Pending)
. Consultant
. Board (In-kind)

Completion Date:

. August 1 , 2008

Note: The BOR, in conjunction with other agencies, must review the EA and determine if it
adequately addresses all potential impacts. If the BOR issues a FONSI, the Land Lease
License Agreement may be approved. Once License Agreement is finalized, construction of
the project may begin.

Note: The LPWWA has applied to the BOR to waive administrative and Land Use fees
based on the value of this project to the BOR's Animas La Plata project and the general
public benefit of the proposed water supply system. The BOR is currently processing this
request.

Consultant fees specific to writing the EA have been designated under this task as a total of
$10,000, as shown in the budget. Other Consultant costs are summarized in Task 4.

LPWW A - Scope of Work, Timeline, Budget, Deliverables, Personnel
WSRA Statewide Grant Application

2/27/2008
Page 13
