To assist the Southw est Roundtable in determining w h ether and to w h at extent a <br />proposed project meets the values set forth in the Bylaw s , the follow i ng questions <br />should be addressed separately as can reasonably be answ ered by the applicant. <br />1. W h at benef it(s) does the project provide? Are there m u ltiple purposes? <br />Note: this does not m ean that a single purpose project would be rejected, but for m a jor <br />. This project <br />funding requests, addressing m u ltiple use needs would be an advantage <br />supports an existing community and an existing w a ter supply, w h ich is threatened <br />due to it being over 100 years old. The new distribution system w ill be more efficient <br />and reduce system loss. <br />2. Outline the steps needed f o r com p letion of the project. W h at perm it issues m u st be <br />overcom e? How will funds acquired in this process be used to accom p lish the final goal? <br />The tow n w ill w o rk w i th Buckhorn Geotech to accomplish three tasks: Surveying, <br />Preliminary Engineering, Final Engineering and Bid Documents. The Tow n may <br />need to w o rk w i th private landow n ers, the Colorado Department of Transportation <br />and San Miguel County during the implementa tion stage, depending on the location <br />of distribution lines. Funds from the Basin Roundtable w ill be used exclusively for <br />the Planning and Engineering phase of the project. <br />3. For prioritization of different proposals and assessm ent of the m e rits of the plan, can <br />this project be physically built with this funding. Are further studies needed before <br />actual construction is com m e nced(if the project anticipates construction)? W ill these <br />studies or additional steps delay the com p letion of the project substantially? <br />Follow i ng this planning and engineering phase, w e w ill better understand the <br />feasibility of construction, the project cost , and additional funding partners that <br />could be brought into the construction phase. <br />4. How does the proposal envision and anticipat e support from its beneficiaries or from <br />other sources in addition to the funding requested here? W ould a loan reasonably address <br />the needs of the applicant or, with a grant, should a recom m e ndation be added to assess <br />The Tow n of Saw p it <br />the f u ture project status f o r ability to repay a portion of the grant? <br />is contributing financially to the project and anticipates also contributing to the cost <br />of construction. Once the cost of construction is know n, the tow n w ill look at all of <br />its financing options including loans. <br />5. W h at is the ability of the sponsor to pay for the project? W h at actions have been <br />taken to secure local funding? Are there supporting factors which overcom e the <br />sponsor’s inability to pay? (These could be related to basin water needs and com p act <br /> The Tow n of Saw p it has limited funds to update its w a ter system. <br />considerations). <br />Its only revenue is from sales tax and business license fees from one commercial <br />business, the Saw p it Store. Saw p it receives about $7,700 per year from tap fees. <br />6. W h at alternative sources of water or alternative m a nagem e nt ideas have you <br />considered? Are there water rights conflicts involving the source of water for the <br />15 <br />
