Water Supply Reserve Account – Grant Application Form <br />Form Revised May 2007 <br />_______________________________________ <br />4. Please provide an overview of the water project or activity to be funded including – type of activity, statement <br />of what the activity is intended to accomplish, the n eed for the activity, the problems and opportunities to be <br />addressed, expectations of the participants, why the activity is important, the service area or geographic <br />location, and any relevant issues etc. Please include any relevant TABOR issues that may affect the <br />Contracting Entity. Please refer to Part 2 of Cr iteria and Guidance document for additional detail on <br />information to include. <br />The Town of Sawpit is seeking $25,000 for surveying and engineering required to replace its <br />domestic water distribution lines. The town has water rights on Nelson Spring and this is its sole <br />source of drinking water. <br />Sawpit’s water distribution system is 100 years ol d, as such, water pipes are rusty and prone to <br />leaks. Maintenance on the distribution lines is an issue as lines are not mapped and many of the <br />water mains are located on private property. Although current water quality is in compliance <br />with state standards, water quality and quantity will likely be an issue in the near future as line <br />rust induced line leaks increase the likelihood of water quality degradation and supply <br />interruption. As far as we know prior to completing a survey, the town has between 5,000 and <br />10,000 feet of distribution line that needs to be replaced. <br />Also, Sawpit’s storage system is not in state compliance and the supply tank is too small. <br />Currently Sawpit has at most two days reserve in its concrete vertical tank and furthermore, the <br />integrity of the tank is in question. However, engineering to upgrade the storage facility will not <br />be competed during this phase. <br />Sawpit is attempting to address its domestic water issues in three phases: <br />1) Phase I: Rebuild spring collection boxes – completed in 2001 <br />2) Phase II: Replace distribution lines – current application for Engineering. <br />3) Phase III: Upgrade storage facility and treatment plant <br />Sawpit will work with Buckhorn Geotech, Inc. to complete a survey of existing lines, design <br />improvements, determine cost estimates, prepare preliminary and final design drawings and bid <br />documents for Phase II. <br />The Town of Sawpit has limited funds to update its water system. Its only revenue is from sales <br />tax and business license fees from one commercial business, the Sawpit Store. Sawpit receives <br />about $7,700 per year from tap fees. Sawpit has received proposals for surveying and <br />engineering work, totaling $31,700, which include the following tasks: <br />1. Surveying waterline location, topographic survey & site plan ($11,700): <br />File, plan & deed research & set up for field survey. <br />Field control survey to locate/establish horizontal and vertical control within the <br />site. <br />6 <br />
