<br />Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br /> <br />Summit County plans to store its share of the 150 acre-foot first enlargement right, the, <br />53.4 ac-ft of Windy Gap water exchanged to Old Dillon Reservoir, and additional water <br />rights that may be decreed for storage in the Reservoir, for the benefit of Summit <br />County interests, including water users participating in its augmentation plan decreed <br />in Case No. 95CW122. <br /> <br />Enlarging old Dillon Reservoir will require a USFS Special Use Permit, a U.S. Army Corps <br />of Engineers 404 permit (wetlands issues), a review by the Summit County Planning <br />Department (and possible permitting) and various intergovernmental agreements <br />describing the relationships between Dillon, Summit County and Silverthorne. <br /> <br />Summit County, Dillon and Silverthorne have engaged (through IGA with Summit <br />County) the assistance of the Colorado River District to help advance the project. <br />Currently the Colorado River District provides project management and cash flow <br />buffering. This consists of facilitating the project formulation discussions between <br />Summit County, Dillon and Silverthorne; leading the discussions with the permitting <br />agencies; formulating and evaluating project alternatives; engaging consultant services <br />where necessary; and, paying bills related to project development with reimbursement <br />coming from Summit County. Summit County receives reimbursement from Dillon and <br />Silverthorne for their part of the related project costs. <br /> <br />In 2008 the ODR group plans to complete the NEPA environmental permitting required <br />for both the USFS Special Use Permit and the USACE 404 permit. The project will be <br />designed and put out to bid during the winter of 2008-2009. If all permits are obtained <br />by spring of 2009, the group plans to start construction in April or May of 2009. The <br />project should take one summer construction season to complete. <br /> <br />To date the overall cost of the Old Dillon Reservoir Enlargement project through the <br />IGA with the Colorado River District has been about $190,000. As the project moves <br />into 2008 and 2009 more substantial activities will be required and expenditures will <br />increase dramatically. The budget for permitting and engineering activities in 2008 is <br />$500,000 and the budget for construction activities in 2009 may approach $7 million. <br /> <br />The work for which this grant is requested is specifically to help fund the NEPA and <br />permitting components of the work and also to fund preliminary engineering work <br />including a wildland hydrology study, probable maximum flood study and a dam break <br />analysis. <br /> <br />Summit County does not have any TABOR issues with regards to this grant since the <br />Summit County voters passed a general revenue retention measure years ago. <br /> <br />7 <br />
