<br />Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br /> <br />4. The water activity meets the provisions of Section 37-75-104(2), Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br /> <br />This grant application is to help offset permitting and preliminary engineering costs <br />for a structural project (Old Dillon Reservoir Enlargement) intended to maximize <br />the use of Salt Lick Gulch watershed runoff and store this water in accordance with <br />existing and future water storage rights for the benefit of the people of Dillon, <br />Silverthorne and Summit County. The 2004 UPCO study and SWSI projected <br />future water shortages and identified the need to develop additional water supplies <br />in Summit County (see, for example, Table 5-7 of SWSI Report). Reservoir options <br />in Summit County are somewhat rare due to the challenging topography and lack <br />of supply. After reviewing other feasible water supply alternatives within Summit <br />County, the proposed Old Dillon Reservoir Enlargement Project is one of the most <br />viable water supply development options available for Summit County, the Town of <br />Dillon and the Town of Silverthorne. <br /> <br />3. Please provide an overview of the water project or activity to be funded including - type of activity, statement <br />of what the activity is intended to accomplish, ilie need for the activity, the problems and opportunities to be <br />addressed, expectations of the participants, why the activity is important, the service area or geographic <br />location, and any relevant issues etc. Please include any relevant TABOR issues that may affect the <br />Contracting Entity. Please refer to Part 2 of Criteria and Guidance document for additional detail on <br />information to include. <br /> <br />Old Dillon Reservoir is currently a 46.14 acre-foot impoundment owned and operated <br />by the Town of Dillon and located between the Denver Water Board's Dillon Reservoir <br />and I-70. Dillon Reservoir is located within Summit County and is just west of the <br />corporate boundaries of the Town of Dillon and the Town of Silverthorne. Please see <br />Exhibit 'A' for a map indicating the location of Old Dillon Reservoir. <br /> <br />Summit County, the Town of Dillon and the Town of Silverthorne are cooperating on an <br />enlargement of Old Dillon Reservoir to serve existing and emerging needs in Summit <br />County, Dillon and Silverthorne. The proposed enlargement will have a final total <br />projected capacity of between 180 ac-ft and 255 ac-ft depending on final cost <br />estimates for different alternates that will be produced during the final design phase of <br />the project in the fall of 2008. <br /> <br />Presently the Town of Dillon has a 1939 storage right for 46.14 ac-ft in Old Dillon <br />Reservoir decreed in Civil Action 1806 and a right to store up to 20 acre-feet of water <br />in exchange for releases from Clinton Gulch Reservoir (95CW077).
