<br />Water Supply Reserve Account - Grant Application Form <br />Form Revised May 2007 <br /> <br />2. Describe how the water activity meets these Threshold Criteria. <br /> <br />1. The water activity meets the eligibility requirements outlined in Part 2 of the Criteria and <br />Guidelines. <br /> <br />This project meets the eligibility requirements because: <br /> <br />a) It is sponsored by public governmental entities (one county and two <br />municipalities who either directly or indirectly provide raw and potable water <br />for the residents, commercial interests and agricultural interests within their <br />respective communities; <br /> <br />b) The funding request is for financial assistance in order to complete NEPA and <br />other permitting related tasks for an anticipated structural water project and <br />as such is consistent with the technical assistance goals of the grant <br />program. <br /> <br />Additionally, in 2008, one or more of the participants in the ODR group may apply <br />for a loan to cover final engineering and construction costs for the proposed Old <br />Dillon Reservoir Enlargement. <br /> <br />2. The water activity is consistent with Section 37-75-102 Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br /> <br />This project does not supersede, abrogate or otherwise impair the current water <br />allocation within Colorado because existing decrees allow storage of up to 281.41 <br />acre~feet directly and by exchange, and any additional storage rights would be <br />pursued through a proposed Old Dillon Reservoir Second Enlargement in Colorado <br />water court. Therefore the existing and future storage rights in Old Dillon <br />Reservoir comply with applicable state laws and procedures. <br /> <br />3. The water activity underwent an evaluation and approval process and was approved by the Basin <br />Roundtable (BRT) and the application includes a description ofthe results ofthe BRTs evaluation <br />and approval of ilie activity. At a minimum, the description must include the level of agreement <br />reached by the roundtable, including any minority opinion(s) ifthere was not general agreement for <br />the activity. The description must also include reasons why general agreement was not reached (if it <br />was not), including who opposed the activity and why they opposed it. Note- If this information is <br />included in the letter from the roundtable chair simply reference that letter. <br /> <br />Since this application is only for a Basin Grant, this grant application for the Old <br />Dillon Reservoir Enlargement project will be reviewed by the BRT in December of <br />2007 and the results of that evaluation will be documented for compliance with this <br />criteria. <br /> <br />4 <br />
