<br />Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br /> <br />2. Describe how the water activity meets these Threshold Criteria. <br /> <br />1. The water activity meets the eligibility requirements outlined in Part 2 of the Criteria and Guidelines. <br /> <br />The eligibility as outlined in Part 2 of the Criteria and Guidelines provides three stated mandates. <br />Those mandates include: <br /> <br />1. The water activity must be approved by a roundtable pursuant to Article 75 of Title 37, <br />C.R.S. and the approving roundtable shall be the roundtable for the basin in which the <br />proposed water diversion or nonstructural activity would occur <br />2. The water activity meet the eligibility categories described below including (as noted above <br />under question 1 of this section) <br />3. The water activity must be approved by the CWCB utilizing the criteria and guidelines <br />jointly developed by the IBCC and CWCB. <br /> <br />As required under item number 1, the proposed project has been presented to both the Needs <br />Assessment Subcommittee and to the Arkansas Basin Roundtable. Both committees approved the <br />project unanimously. No comments were received on the project by either committee. <br /> <br />The proposed project focuses on the construction of structural facilities. This is a specific criteria <br />contained within the eligible water activities. Therefore, this requirement is being met. <br /> <br />The last eligibility item deals specifically within the approval of the CWCB. As discussed within this <br />application, we believe this project meets the objectives and requirements contain within eligibility <br />requirements. The project addresses reducing the overall gap for the Arkansas River Basin and <br />eliminating some of the city's raw sewage infiltration into the underlying ground water thereby <br />providing a greater amount of useable water supply for both consumptive and nonconsumptive <br />purposes in the basin. <br /> <br />2. The water activity is consistent with Section 37-75-102 Colorado Revised Statutes. The <br />requirements/language from the statute is provided in Part 3 of the Criteria and Guidelines. <br /> <br />The city's project will aid in eliminating the amount of ground water the city is taking, not <br />deliberately, but rather as a result of a porous sanitary sewer collection system. By eliminating <br />infiltration into the city's sanitary sewer system, such will eliminate the amount of water evaporated <br />through the city's wastewater treatment plant thereby eliminating the taking of water the city is not <br />entitled to. This will effectively produce approximately 2 acre-feet of water annually within the <br />Arkansas River Basin, not including subsequent evaporative losses as the water is discharged in <br />the form of surface flow from the wastewater treatment facility. Therefore, the city's project is <br />consistent with Section 37-75-102 C.R.S. <br /> <br />3. The water activity underwent an evaluation and approval process and was approved by the Basin <br />Roundtable (BRT) and the application includes a description of the results of the BRTs evaluation <br />and approval of the activity. At a minimum, the description must include the level of agreement <br />reached by the roundtable, including any minority opinion(s) if there was not general agreement for <br />the activity. The description must also include reasons why general agreement was not reached (if it <br />was not), including who opposed the activity and why they opposed it.
