<br />Water Supply Reserve Account - Grant Application Form <br />Fonn Revised May 2007 <br /> <br />After the constituents use the water, the wastewater from the various users then enters the sanitary sewage collection <br />system. The majority of the collection system was reportedly installed in the early 1900s and consists of vitrified clay pipe <br />(VCP) with brick and mortar constructed manholes. Records suggest sizeable portions of the old 6-inch diameter sewer <br />mains are asbestos cement (AC) pipe. The system contains 15,12,10,8 and 6-inch diameter piping. The majority of the <br />system consists of 8-inch diameter pipe. Newer system extensions have been made through the utilization of <br />polyvinyl chloride (PVC) piping. The collection system drains to two lift stations, one of which receives approximately 90% of <br />the city's wastewater. At the primary lift station, the wastewater is pumped to and conveyed through a 1 O-inch force main to <br />the city's wastewater treatment facility. <br /> <br />The city's sanitary sewer collection system poses several human health concerns in addition to adversely affecting the <br />ground water quality. As a result of the systems age, deteriorated condition, installation techniques and the significant root <br />intrusion, the system essentially acts as a French drain during the summer months and exfiltrates during the winter months. <br />This is easily seen by the variations in flovvs reaching the wastewater treatment plant (WVl/TP) during those months. <br /> <br />In order to cover the cost of operation of the city's wastewater facilities, the city has in place a user fee system for the <br />collection and treatment of wastewater.
