The SWCD loans would be increased by <br />$28,000. They are current on all loans. <br /> <br /> <br />Discussion: <br />This project will help improve the operations of a local agricultural water project. It will resolve control and <br />safety issues with the current structure and provide the following benefits: <br />? <br /> <br />Allows a self regulating system without the overflow waste (currently roughly estimated at 20% of <br />the usage) better satisfying the Salinity project goals that were justification for the installation of the <br />Lower Bauer pipe. <br />? <br /> <br />Provides water under full head pressure so members at the top of the pipe can get water (currently <br />unreliable). <br />? <br /> <br />Allow accurate measurement of water discharge at the headgate (installing a flow meter at the <br />headgate). Total volume is currently approximated by summing the individual user’s meters. <br /> <br />The Board examined this project and denied a WSRA application at their September 2007 meeting. The <br />applicants had requested a mix of funding from the Statewide Account and the Southwest Basin Account. <br />The Board did not fund the application at that time for the following reasons: <br />“While it appears that this project is of great value to the Bauer Lake Company it does not meet <br />multiple needs (24 members of the Company) or multiple purposes or multiple basin needs. The <br />funding request does not put new water to beneficial use and appears to primarily focus on resolving <br />operating difficulties with and existing pipeline/ditch delivery system.” <br /> <br />“The proposed project does not meet enough of the evaluation criteria to justify funding from the <br />Statewide Account.” <br /> <br />At that time, the Board recommended that if the applicant and Basin Roundtable wished to pursue the <br />project, they should reexamine the amount of money requested from the Basin and Statewide Accounts (mix <br />of basin, statewide and local match), explore a revision/increase in their loan, and/or look to additional <br />shareholder participation. <br /> <br />The current application is a result of that recommendation. The basic outline of the project has not changed; <br />rather the shareholders are funding a greater portion of the overall project and the applicant is not seeking <br />funding from the Statewide Account. <br /> <br /> 3 <br />
