<br />? <br /> <br />Field control survey to locate existing spring and improvements, existing waterline & <br />improvements from spring down into and thru town. <br />? <br /> <br />Location of existing buildings and improvements on or near the existing waterline. <br />? <br /> <br />Prepare a site plan showing locations and topographic information along the waterline route. <br />2. Preliminary Engineering for designing the distribution system ($11,082). New system will be <br />expanded to include all platted lots within the Town. <br />? <br /> <br />Design will include looping water mains to improve flow and pressure as well as delivery <br />reliability. Design will ensure that all mains are on public rights of ways. <br />? <br /> <br />Model Distribution system to ensure good pressure and flow distribution. <br />? <br /> <br />Develop base mapping of existing system. <br />? <br /> <br />Using model results and base mapping, develop a new distribution system, including valves, <br />blow off, etc, for enhanced operation of system. <br />? <br /> <br />Develop preliminary construction drawings and details. <br />? <br /> <br />Prepare quantity schedule along with engineers opinion of cost. <br /> <br />3.Final Engineering will include final plans and related documents for use by Sawpit in selecting a <br />construction contractor and seeking implementation funds ($8,918). <br />Upon funding approval, the survey work is expected to commence in the spring of 2008. Once the survey <br />work is completed, the engineering work will immediately follow. It’s anticipated the engineering will take <br />approximately 90 days (including Town review of the plans). Construction is expected to take place in the <br /> <br />spring of 2009, also pending funding. <br /> <br />Discussion: <br /> <br />The Town of Sawpit is attempting to address issues related to its domestic water distribution system in three <br />phases: <br /> <br />1.)Rebuild spring collection boxes (completed in 2001) <br /> <br />2.)Replace distribution lines (design and construction) <br /> <br />3.)Upgrade storage facility and treatment plant <br />Funds from this grant will assist the Town towards achieving these goals considering that they have a very <br />limited revenue stream. The Town generates income from sales tax from the one commercial business (the <br />Sawpit Store) and from tap fees (which are approx. $7,700/year). Without assistance it will be difficult for <br />the Town to continue to improve its water system. <br /> <br />While it appears that the Town has a strong financial need, staff is concerned about the number of <br />beneficiaries in relation to the funds requested and other priorities of the basin. Since the basin roundtable <br />approved the grant it is difficult for staff to second guess the roundtables priorities. However, other than <br />being approved for funding it is unclear why this project is a major priority for the basin. The Southwest <br />Roundtable should be more deliberative and articulate why projects are there key priorities. <br /> <br />Issues/Additional Needs: <br />Threshold Criteria #4 was not adequately addressed. The applicant has not articulated why this is a critical <br />need of the basin. This project or need was not identified in the Statewide Water Supply Initiative or other <br />appropriate source (see also above discussion section). The applicant needs to address this issue. <br /> <br />The applicant did not provide a detailed budget in the scope of work. They must provide further information <br />including: project personnel, hourly rates, and unit costs of other direct costs (i.e. mileage). <br /> <br /> - 2 - <br />
