For instance, one implementation measure might involve the development of a watershed-wide <br />interactive web site that would provide real-time information to the community on water flows, forecasts, <br />water quality measurements, etc. This Task will identify such implementation measures and list them in <br />order of priority. Likewise, recommendations for monitoring of water quality and quantity may include <br />measures that are not currently within the jurisdiction of an existing government or agency. This Task will <br />identify such measures and list them in order of priority taking into account such elements as cost, <br />jurisdiction and feasibility. <br />Task 7 <br />Recommendations for Further Study <br />The State of the Watershed Report and the tasks described above will undoubtedly reveal data gaps and areas <br />where further research is needed to fully understand local water resources. This Task will entail defining <br />those gaps and recommending further study, prioritized as to its urgency and usefulness. Further study will <br />be generally defined and listed to provide a basis for ongoing work on watershed issues and analysis. <br />Task 8 <br />Compilation of Watershed Plan, Publishing and Presentation <br />This Task will consist of compiling the findings, lists and accompanying narrative described above, <br />publishing it in an attractive and easily-read form and presenting it to local governments and water agencies <br />as both a draft and a final product. This Task will involve in-person presentations to those groups using <br />visual aids and allowing for discussion and amendment to the greatest possible extent. The product of this <br />Task will be a final document. <br /> <br />Discussion: <br /> <br />The proposed study is a continuation of ongoing watershed planning in the Roaring Fork Watershed. The <br />proposed second phase builds on previous grants including watershed grants and a $40,000 Water Supply <br />Reserve Account (WSRA) grant approved in March 2007. The application does not provide precise detail <br />regarding the final products that will be developed as these products and deliverables will be part of a <br />planning process. This created some difficulties for staff to reach conclusions regarding conformance with <br />the threshold criteria for review of grants. <br /> <br />The Board will recall that the issue of conformance with Section 37-75-102 Colorado Revised Statues (CRS) <br />(the water rights protection section that was included in House Bill 05-1177) was identified in the original <br />grant application and addressed by the applicant. The issue that remains, and is again raised by the <br />application, is how data and information collected using WSRA funds conform to the intent of Section 37- <br />75-102 CRS. In this application the issue is more squarely focused in that the application indicates that the <br />information collected could in turn be used by local, state or federal governments in there regulatory and/or <br />legislative actions (see Tasks 4 and 5 above). In staff’s view the application raises concerns over how these <br />regulatory or legislative actions scope of work tasks that will be investigated conform to the intent Section <br />37-75-102 CRS. <br /> <br />Staff believes to fully evaluate the application the applicant must specifically address the above issues. In <br />addition, since this effort is connected to completing a needs assessment for the Colorado Basin Roundtable <br />it is imperative, especially in light of the above issues, that the applicant address how the tasks in Phase II <br />scope of work conform with Section 37-75 -104 (2)(c). Specifically, the applicant must address the bolded <br />section of the following excerpt from the statute: “ Using data and information from the Statewide Water <br /> 5 <br />
