Watershed Report. The Goals and Objectives for the Phase II planning effort will be identified as the desired <br />outcomes of the planning process. The product of this Task will be a comprehensive listing of issues, <br />concerns, goals and objectives. <br />Task 2 <br />Data Development, Research and Analysis <br />This task will be concurrent with Task 1 and will follow up on the research effort involved in Phase I of the <br />Plan by investigating in more depth those specific areas of concern that are identified during Task 1. Each <br />issue and concern and each goal and objective will raise questions that the State of the Watershed Report <br />may not fully answer. For instance, one of the goals identified may be to increase the number of remote- <br />access stream gauges in the watershed but the State of the Watershed Report may not include data on the cost <br />of installing and maintaining such facilities. This Task would allow for follow-up inquiries that would <br />assemble this critical information so that any recommendations of the Plan would include the cost element. <br />The products associated with this task will be a supplement to the State of the Watershed Report that adds <br />information in those areas of concern identified by Task 1. <br />Task 3 <br />Prioritized development, conservation and improvement projects <br />Tasks 1 and 2 will identify, among other things, specific projects aimed at immediate improvements to local <br />water management. Projects could address such issues as water storage or diversion, conservation measures, <br />water quality control, riparian or in-stream habitat, non-point pollution, irrigation infrastructure, or other <br /> <br />readily-identifiable needs or problems. Task 3will prioritize and analyze these projects in terms of cost, <br />regulatory issues, feasibility, jurisdiction, etc. and will produce a matrix ranking the projects in terms of <br />overall effectiveness. <br />Task 4 <br />Prioritized legislative and regulatory recommendations for local governments <br />This Task will consist of the development of recommended actions specifically tailored for local <br />governments. They will take into account local governments' authority and statutory responsibilities, cost, <br />coordination with other agencies and existing regulations and laws. Local government in this case refers to <br />City, Town and County governments. The product of this Task element will be a list of recommended action <br />for each government jurisdiction within the watershed, prioritized in terms of need and effectiveness. <br />Task 5 <br />Prioritized legislative and regulatory recommendations for other water management agencies. <br />Many other public and private agencies have some degree of authority over local water resources, ranging <br />from ditch companies to water and sanitation districts to the Colorado State Government to Federal agencies <br />such as the Forest Service and the Bureau of Reclamation. This Task will consist of the development of <br />recommended and prioritized legislative and regulatory actions to be submitted to these agencies in <br />consideration of their various areas of responsibility. In addition, recommendations will be crafted for <br />individuals to apply to their own use of water as a water rights holder or consumer. The product of this task <br />will be a list of recommended actions, policies and regulations recommended for each agency, prioritized in <br />terms of need and effectiveness. <br />Task 6 <br />Recommendations for Implementation and Monitoring <br />Although each of the recommendations noted above constitutes an implementation measure, there are other <br />implementation measures that will be more general and may involve actions by more than one government <br /> 4 <br />
