?Two working meetings with the Project Team

?Ongoing coordination with the County, NWCOG and Management Committee

COST ESTIMATE

A detailed cost estimate is presented in the attached fee proposal for Phase 3. Individual tasks are for
budgeting purposes only. Fees for services shall be based on the overall project budget, i.e., a “Not to
Exceed” amount, not on individual task budgets. Meeting and Coordination tasks are estimates only. Actual
time required will be invoiced. Actual Costs for prints, plans, mileage, etc. will be invoiced on a cost plus
10% basis.

QUALIFICATION OF SERVICES

This section presents specific work items that are not part of the proposed Scope of Work. Performance of
these tasks could be executed at the request of the County. Additional services will be invoiced on an hourly
basis in conjunction with our current Fee Schedule.

1)Wetland delineations and mitigation design

2)Permitting

3)Floodplain mapping for FEMA submittals

4)Construction documents

5)Public meetings

6)Groundwater drainage analysis

7)Easement acquisition and securing right to access property for execution of work

8)Geotechnical and structural analyses

Discussion:

The proposed project builds on two previous efforts undertaken by Grand County to address non-
consumptive needs in the basin. The application did not fully summarize the information required in Part
B.4 of the application so the geographic boundary of the study area is unclear. Additional background
information would be helpful for staff to more fully understand the goals and objectives. For example, what
environmental and/or recreational attributes/resources have been identified as important to the applicant and
what is the current status of these attributes. To the extent possible it would be helpful if this could be
summarized geographically/spatially and temporally.

It should be noted that development of non-consumptive templates are not required for compliance with HB
1177 as stated on Page 4 of the application. HB 1177 requires Basin Roundtables to complete a non-
consumptive needs assessment the applicable language from Section 37-75-104(2)(c) Colorado Revised
Statutes states:
“Using data and information from the Statewide Water Supply Initiative and other appropriate sources and in
cooperation with the on-going Statewide Water Supply Initiative, develop a basin-wide consumptive and
6
