2. Undertake sanitary sewer collection system improvements to eliminate old, deteriorating, failing sanitary <br />sewer mains and to reduce operation and maintenance costs <br />3. Replace and move the city’s main lift station north of the railroad tracks. <br />4. Eliminate the potential pipe failure of the two existing sanitary sewer crossings underneath the railroad <br />tracks. This requires the elimination and replacement of the 15-inch gravity sanitary sewer main and the 10- <br />inch force main with an 8-inch gravity main. <br />5. Undertake the necessary improvements at the city’s north lift station to extend the longevity of the lift <br />station in addition to have the ability to determine the production of the lift station. <br />6. Provide the means to perform composite samples at the city’s wastewater treatment plant. The overall goal <br />of the project is to replace old, deteriorating conveyance facilities with new facilities capable of properly <br />conveying wastewater to the city’s WWTP and provide the ease of mind that said facilities are not <br />problematic, operating as needed and required. These facilities are to eliminate backups within the collection <br />system, reduce the exposure of the city to various costs associated with failing collection mains and enhance <br />the underlying ground water by reducing exfiltration form the sewer system. This will not only reduce <br />human health risks associated with raw sewage, but will also eliminate raw sewage from leaking out of the <br />collection system replacement sections into the surrounding ground water. <br /> <br />The scope of work to be accomplished within this application includes the following: <br />1. Removal and replacement of the city’s main lift station. The lift station will be relocated to the north side <br />of the railroad tracks thereby reducing the amount of pipelines crossing underneath the tracks. The mains <br />underneath the tracks shifted to where a camera is unable to pass through the pipe. This poses severe <br />consequences should the pipe completely fail in addition to the current exfiltration of raw sewage into the <br />ground water during the winter months and infiltration of ground water into the city’s sewer system during <br />the summer months. <br />2. Improvements to the city’s north lift station including coating the wet well, installation of a meter and <br />additional minor work. <br />3. Replacement of various deteriorating, failing, reserve graded segments of sanitary sewer collection system <br />as detailed within the city’s Preliminary Engineering Report. <br />4. The installation of a composite sampler at the WWTP. <br /> <br />Goals <br /> <br />The goals of this project include the following: <br />1. Have adequate sanitary sewage lift stations in place to effectively, consistently and uninterruptedly convey <br />the city’s wastewater to the city’s WWTP. <br />2. Reduce the amount of collection and force main crossings underneath the railroad’s right-of-way in <br />addition to having facilities in place that will not disturb the railroad right-of-way in the future. <br />3. Significantly reduce the amount of problematic sanitary sewer collection segments throughout the city. <br />4. Reduce the amount of back-ups within the collection system. <br />5. Reduce the city’s exposure to potentially high liable situations associated with the sanitary sewer <br />collection system. <br />6. Reduce the operation and maintenance expenditures associated with the collection system. <br />7. Pass cost savings received by the proposed project onto the city’s constituents. <br />8. Reduce the potential of sanitary sewer overflows and leakage into the surround ground water. <br />9. Reduce the amount of inflow to the WWTP by eliminating infiltration into the collection mains and <br />manholes. <br />10. Eliminate the existing human health and environmental hazards associated with the poor condition of the <br />sanitary sewer collection system and potential contamination of the potable water system. <br />The stated goals will be accomplished through the installation of the referenced facilities. The facilities will <br />result in providing the city a reliable primary lift station, provide improved operation and maintenance on the <br />north lift station, eliminate old, brittle and failing piping throughout the collection system, reduce the amount <br /> 3 <br />
