SCPP OVERVIEW AND OBJECTIVES <br /> <br />This operation plan is intended to guide field operations on SCPP (Sierra <br /> <br />Cooperative Pilot Project) during the 1986-87 field season. SCPP, a part of <br /> <br />the Bureau's (U.S. Department of Interior, Bureau of Reclamation) Project <br />Skywater, is the largest ongoing field experiment in weather modification <br />being conducted by the U.S. Government. Its long term objectives include the <br /> <br />development and improvement of techniques for artificially increasing precipi- <br />tation from winter storms in the northern and central Sierra Nevada. <br /> <br />From its beginnings in the mid 1970.s, SCPP's field operations have been con- <br /> <br />centrated in the American River Basin. The configuration and short-term <br /> <br />objectives have varied from year to year. The 1986-87 season will be the last <br />of the planned 4-year program of intensive exploratory observations of super- <br />cooled water in storm clouds over the Sierra Nevada and of physical experi- <br /> <br />ments (called the Fixed Target Experiment) to determine the effects of cloud <br />seeding agents upon that supercooled water (Reynolds and Dennis, 1986)1. <br /> <br />SCPP research includes the cooperative efforts of State agencies, local <br />groups, and other Federal agencies. Field research and analyses are performed <br /> <br />by Bureau personnel and through contracts with uni vers ities, pri vate com- <br /> <br />panies, and public agencies. <br /> <br />The SCPP coordinates closely with ongoing <br /> <br />weather modification projects in the area being conducted by DRI (Desert <br /> <br />Research Institute, University of Nevada), SMUD (Sacramento Municipal Utility <br />District), PG&E (Pacific Gas and Electric Company), EBMUD (East Bay Municipal <br />Utility District), as well as SC (Sacramento County). <br /> <br />1:.
