Other suspension criteria will be evoked to protect
against short-term extremes in snowpack.

Suspension criteria to be used during the 1986-87 season include:
Excess snowpack accumulation (January only)
Rain-induced winter flooding
Severe weather
Other special circumstances
Specific details of these criteria are given in Appendix A.

C. EXPERIMENTAL UNIT RECOGNITION, DECLARATION, AND PREDICTABILITY
Development and refinement of procedures to predict and declare experimental
units for the ground seeding experiments and Kingvale/downwind target studies
will be pursued by the forecasting contractor on a continuing basis.

Ground seeding operations will be conducted whenever cloud and wind conditions
will allow ground released AgI to reach cloud and directionally target the
proposed ground seedi ng target area. Criteri a for thi s are shown in Table
2-1. It is not anticipated that AgI will become active at sufficient concen-
trations until reaching the -60C level, and then only if sufficient liquid
water is available. Since forecasting these situations in advance is diffi-
cult only the criteria shown in Table 2-1 will be used.

Table 2-1. Ground generator seeding criteria

1.
