and operate the network so as to obtain data of excellent quality on
over 95% of all hail events and 2) by effecting changes in observational
mode and procedures, WSSI was able to perform the work at substan-
tially less cost to the customer than that mutually agreed as a best
estimate of cost when the contract was negotiated.

The remaining sections of our response describe the project and company
management personnel which are available for directing and performing
the work I their training and experienl..;e, and the duties they will per-
form. Techniques developed for project control, programs developed
for training personnel to perform qualIty work in a safe manner, and the
relationship of company management personnel internally to project
personnel and externally to client personnel are presented. The strong
position of WSSI to handle the business management, financial capability,
administrative, accounting and audit requirements of the work is included
as Section 4. Facilities located in Ft. Collins which are available to
serve operational and instrument development requirements, field facilities
located near Climax, Colorado, and equipment and instruments owned by
WSSI and available for use are described in the final section.
