The liquid water concentration and the ratio of liquid water content to
ice crystal concentration in units of micrograms of liquid water per crystal
were used to classify the clouds. Clouds with high, moderate, low, and
essentially no seedability were given the designation A, B, C, and D, respec-
tively. The shakedown season adequately tested most of the instrumentation
and procedures for the experimental design.

G. Begin Formalized Experiment

During the winter of 1982-83 the SCPP-1 formalized experiment began. Unfor-
tunately excessive precipitation led to a record snowpack and a suspension of
seeding operations in mid-February allowed only one randomized and one
deliberate seed SCPP-l experimental unit to be completed.

However, results from continued analysis of aircraft and radar data, as
presented in the SCPP Spring Quarterly Meeting of May 1983, and further
discussions at the Summer Quarterly Meeting in August 1983, have suggested a
substantial modification to the original design. This includes changes in
the conceptual model, treatment design, observational procedures, and methods
of evaluation. The following sections detail these changes.

7
